[SEDXC] noise on 15 meters

I turned on the little Icom on 15 as I noted 9X0R was being worked Stateside
on 21295 and 21024.
But instead of DX I found a 20DB over 9 noise.  The noise blanker did little
to abate it.  I went to
18 Mhz and other than what sounded like a little line noise which the
blanker fixed.  Listening on 14 and 24, then 28 they were quiet (as can be).
lately the noise has been S1 or less which is ideal for working Dx at
sunspot minimum.

I turned on my Yaesu with general coverage RX and started looking.  Nothing
until just above 18.300.  The noise slowly grew until peaking 45 over 9 on
19.720.  The noise continued to about 21.890 where it disappered.

Listening to the noise on AM mode it sounded like a continuous buzz with
waves where it sounded a saw.  I turned everything off in the house and
plugged the Yaesu into the UPS and the noise continued.  On 21.3 I rotated
the KT34XA and it made almost No difference.  So the noise must be coming
from within a few hundred feet of the house and be below the take off of the
beam.  I have underground utilities and its 300 feet to the nearest feeder
line on East Jones bridge.

Possibilities include the house behind where the owner is building a big
garage and next door where the owner broke his leg and has a visiting nurse
to help him during the day.  But I have operated at mid day recently with no
problems.

Any ideas?  I hate to go visit neighbors without good cause.  But I do want
to work 15 meters.
