[SEDXC] Thailand on 17 meters

This morning HS0AC and E21EJC were coming in over the North pole at 1430Z on
17 CW.  HS0AC was 559 here but getting 599 along the Florida east Coast.
E20WXA was on SSB and worked by VE3XO at 1327Z.

Thailand recently got permission to work the WARC bands and this is the
first time I can remember actually hearing them.  JA's were reported on but
not readable

Watch for them and go get'im.
