[SEDXC] 10 and 12 open a little

This afternoon I worked TO8YY for new band entities on 10 and 12.  Signal 
was QSB from ESP to S7 on 12 and S2 to S6 on 10.  Much louder in W8 and W0.

Mostly short skip with a few Caribbean stations thrown in.  I laughed at the 
phony F1 working into this area on 10.  He was loudest at 120 degrees. 
Closest to Europe on either 10 or 12 was a couple of EA8's.  ZL was in on 15 
and Europe and ZL on 17.
Best Dx lately on 17 was HZ1GW a week ago and EY7AD Thursday.  HZ1GW is 
featured in the July CQ.

But the biggest laugh was poor CO6LC who while operating on 14260 was 
putting out a fine S8 harmonic on 28520.
