[SEDXC] Deleted PJ entities status

PJ2 and PJ7 are deleted as of 0359Z on 10 Oct 2010.  Since the new entities 
will not count until Jan 1, 2011 both the Honor Roll and DXCC Challenge
will not change.  The deletes occur Jan 1, 2011.

You may submit the old entities but they now only count for the overall DXCC 
count not the Honor Roll (current DXCC count).

Contact CQ regarding their procedure for the Yearly DX Contest and their CQ 
DX Honor Roll.
