The consensus is that yes they need to be stamped/postmarked although the postal service's regs are not that clear.
Thanks for all the replies.  I will get them postmarked (in the lower  left-hand box) tomorrow.
It's amazing that the USPS knows so little about a product they sell---I guess I shouldn't be amazed, but it might shed a little light on why they always seem to be struggling.
Over the years, when asking about IRCs,  I've had postal employees tell me a.) those have been discontinued b.) I don't know what those are c.) we don't carry those anymore d.) do you mean International Money orders  and other similar responses.
The post office I got these from couldn't figure out which code to punch in to ring them up on their computer---they finally found a hand-written note on the folder they were in that told them what to put in.  No instructions on what to do about stamping them.  I asked them about that and they were even more confused.
