[SEDXC] Broadcast on 7118 Upper SSB

Tonight at 0100Z (continuing at 0123) there is some type of broadcast on 
7118 upper Sideband.
>From what I hear it may be someone rebroadcasting programs from what appears 
as AFRTS (Armed Forces Radio).  The music does not come through well as the 
broadcast is on upper SSB.

With my beam it seems the loudest signal is from the SE.

Anyone know anything about this.  It is in the new World wide Amateur 
allocation where broadcast is no longer allowed.
