[SEDXC] Document about low band operation from South Africa ....and Mozambique.....

One of the hams we met in South Africa was Chris Berger, ZS6EZ.  He
provided the document in the link below to us before the DXPedition to
Mozambique to prepare us for low band operation from that part of the
world.  Even though nothing we read could have prepared us for the
horrendous amount of static/noise we heard on the low-bands, Chris was
spot-on with what we experienced, including the noise.
