[SEDXC] Club Log and LoTW

A QSO can not be "moved" from ClubLog to LotW.

ZS8Z is not registered on LotW - has never uploaded - and probably
does not have certificate for his call to be able to upload.  DX
stations must *mail* ARRL copies of their license and ID from their
home country.  If ZS8Z is not already registered, it is not possible
for him to register and get set-up until he gets back home at the
end of his tour of duty.

You friend will just need to wait for ZS8Z to get home to South Africa
as he was told because ZS8Z can't do anything until he gets home.
