I don't know the full story of Associate versus Full membership but Bill Barr might.  Anyone with an interest in DX could join.  Those who did not have DXCC became Associate Members and those with DXCC became full members.  Upon getting DXCC they became Full Members.  I don't recall any process to move to Full Membership.  We did get a member to fill out some type of form to renew each year where you could indicate DXCC or not.  We used the form to publish a booklet with the membership list and what countries (now entities) you needed.  Most of us got a one ringer when something appeared we needed.

Notices were also broadcast on 147.500 of rare DX.

Those were exciting days for SEDXC.
