[SEDXC] Very little propagation to A52

I have been trying to help Ray, W5EW work or even hear A52O but even though 
I hear VU2's and 9N1 the A52O signal does not make it to the SE USA.  A 
couple of days ago they did work South Florida at 1130 to 1200Z on 20 and 
today Joe, W1JR and a VA2 worked them on 18.147 but all I could hear was the 
VA2 and weak EU calling them 3 up.   Ray has been trying to just hear A5 for 
several years.

SF is high but A and K indices are just too high.
