[SEDXC] Remote operating

The current rule 1.9 allows remotes to be anywhere in the USA.   Remember 
there are two parts to remote operating.

1.  Using your home station as the remote target.  I use the word target as 
this should clear up any misunderstanding.
      IF you are traveling and want to operate your home station then this 
will count as if you are using the home station.
      The example I give is the ham from Northern VA who goes to Florida for 
the winter and remotes his home station.

 2.   The DXAC voted to change rule 1.9 to 200 km between the home station 
and the remote.  This has yet to be adopted
        so the current rule 1.9 still stands.

We discussed fairness at length.  DXCC is a personal achievement not a 
competition.  Fairness revolves around being able to work  DXCC entities. 
Most DXAC members do not want a station to be able to unfairly work DX that 
conditions or propagation do not permit.
