No longer true.  The "member society" criteria was removed from the
DXCC rules several years ago and the Dept. of State "Dependencies
and Areas of Special Sovereignty" or US "Non-Self-Governing
Territories" lists substituted for the "member society" criteria.

*IF* DXAC wanted to see that Kosovo was added to the list, it would
insist that the US Department of State "Independent States in the
World" <http://www.state.gov/s/inr/rls/4250.htm> list be used *in*
*addition to* the list of UN Member Nations which would allow bypassing
the Russian veto of Kosovo.

Under the current DXCC rules, the only way Kosovo is added to the DXCC
list is if they become a UN Member or ITU issues them an official call
block (Z6A-Z6Z is not an official assignment).
