[SEDXC] Weird Exchange During Contest

All,

Question about contest exchanges. During the ARRL DX Contest this weekend
I've worked a small handful of DX stations that give their exchange as "59
73". Are they running 73 watts, or is this some permutation of exchange
that I'm supposed to understand but have not come across in my limited
contesting? If the latter, what does it mean?
