[SEDXC] e31a qsl information

HI Jim, from past experience it will be OQRS.  I made a donation for his 
humanitarian work in E3 for their last trip and they put those QSO's on 
LOTW  and sent a card also.  From the QRZ page your best bet is OQRS/
