[Skimmertalk] Telnet operation in N1MM

I've set up telnet in skimmer and in N1MM added Skimmer| 127.0.0.1:723, 
but when I try to connect in the usual way, I get the error message 
"10061 Connection forcefully rejected". I believe that in the dim 
distant I had the same error message with a conventional telnet  node, 
but forget the reason. Anyone know what I'm doing wrong?
