[Skimmertalk] RBN - Updating Aggregator

I've updated the PJ2T Skimmer Server to use RBN Aggregator 1.4. It was
running 0.92b. This was on my list to do before CQWW CW, but fell off and
did not get done. 

Both the PJ2T and K8ND Skimmer Servers are now running Skimmer Server v1.3
and RBN Aggregator v1.4.
