[Skimmertalk] Band filtering with RBN Telnet

Since this was written, the server at arcluster.reversebeacon.net port 8000 
is now also running my Relay software.
None of the RBN telnet servers have filtering available at the present time.

You need to connect to a DX Cluster to filter Skimmer spots.
