[Skimmertalk] New Aggregator 4.1 available

A new Aggregator - version 4.1 - is now available for download from the 
RBN website.  We encourage all RBN node-ops to download and use this new 
release.  Here are the release notes:


·Fixes a bug in correcting the spot time stamps.

·Aggregator version number added to spot data sent to server.

·If local system time is changed Aggregator will report time is not synched with NTP until next time it synchs with NTP.

·Fixed bug that prevented resuming .ini rotation automatically when Aggregator starts if the rotation times were referenced to sunrise or sunset.

·Local User port now responds to BYE and Control-D commands.

·If primary Skimmer's callsign is less than three characters long and/or grid square is less than four characters long warns the user and will not send spots to the server.

·Identifies mode for PSK31, PSK63, and PSK125 spots from RCKskimmer correctly.
