[Skimmertalk] No Bandscope in RTTYSkimserver

I have a new Win 7 64 computer that just went up with both servers and
my bandscope has always worked. I noticed that my RTTY skimmer crashed
sometime ago as when I clicked bandscope nothing came up. Restarting
fixed it.
I could have overloaded it calling for E30 which I finally worked on RTTY!
