If Z60A never sends CQ, NA, QRZ, TEST, or UP, Skimmer doesn't recognize
that they are calling CQ. Skimmer also likes to see the callsign twice in
a row sent the same way. See my Contest University Presentation:

I need to update these slides for the 2018 Dayton CTU.
I never heard of an issue with 0s not being copied well by Skimmer, but it
makes a bit of sense since it is the longest character that has to be
copied with no noise or QSB to confuse the CW decoding logic.
Humans still copy CW better than computers, especially on HF with lots of
QSB and noise.
