replace FT8StartUp with FT#StartUp

FT#StartUp accommodates both FT4 and FT8 and works with two SDRs, up to 
16 instances of WSJT-X on each. I have this working with the two 
receivers on the RP-16 but I believe it should work with other 
combinations of two separate SDRs.
