SegmentSel192 indicates which of the listed segments (CenterFreqs) are selected (enabled). You can only enable a max of 8 segments on each Red Pitaya receiver (RP-16 provides two independent 8-segment receivers).
This assumes 192 kHz Skimming:

The number of 1s and 0s must match the number of values in the CenterFreqs section (length of lists should be the same).
