Omni V for QRP

Since Ten Tec is now monitoring this reflector I have a question that has
bugged me since I bought my Omni V; maybe I'll finally get an answer. :-)

In the manual it plainly says the power output on an Omni V is 25 to 100
watts.  When you turn the power all the way down, it shows about 25 watts on
the S-Meter/SWR/Power meter.  Okay except I have yet to see any Omni V or VI
that didn't actually go down to 4 - 5 watts when checked with a good quality
QRP wattmeter; Oak Hills WM-1.  Why does the manual not just say it will go
down to QRP levels.  Better yet, why on a $2000 radio can't they make the
power meter accurate?  No, I'm not complaining or bitching; just curious.
