Advise needed for a new ham

Hi,

I'm new to this list and to ham radio (I just passed my 1a, 2, 3a, and 3b two nights ago).

I'm looking for a good starter system.  I saw an add in QST for the scout and was 
wondering if this would be a good rig for me.  My main interests are CW and DX.  I 
might like to do a little phone work now and then.  My goal for the immediate future
is to do CW and get my speed up for the 13 WPM test.  For now, I don't want to spend
a lot of money.  I'd rather start with a good, simple, easy to use rig while learn
what I need, like and want.
