Probably the 250W is for SSB PEP operation, not continuous
carrier.  That's about right for continuous carrier operation
with 5W drive.  If you increase the drive to 10 or 15W (as
most SSB cb's) you'd probably see the 250W output if the 
voltage to the amp is not falling off. 

I used one of these amps on a converted CB for 10M FM and at
8W FM, the amp did about 150W -- had to add fans for cooling
since the heatsink was too small.
