Sounds like a charging rate problem, a surge if you will.  Maybe try a
resistor in shunt or series to bleed the voltage at a controlled rate, but of
course that chages the AGC time constant.  Could using a voltage dependent
resistor which goes from one r to a lower one as it heats up, in series with
cap do the job?  Those used to be available from Philips and were used to
limit input surge to TV sets.  Don't know if they are readily available still.
 Just Blue skying off the top of the head to see if this triggers any thought
from those who might be more familiar with the details of the circuit.  Wonder
if it varies with whether you use a speaker or phones and of what impedance?
