Watch the voltage from you battery under key-down conditions.  It may
not be a healthy one.  The Scout will pull around 7-10 amps under key
down and the voltage will probably immediately drop to 12v or less.  If
you have a few more of those batteries or some larger ones, you should
get better results.  Under that current drain, a healthy 12v 7ah battery
will only deliver key-down for 25 minutes or so.
