[TenTec] improved audio from 961 speaker & pwr supply

the ONLY speaker that sounds great on all my TT radios is one of the older
Heil amplified (not the later larger black one) ones. would like to put one
of those into the spkr/ps cabinet. the one in the cabinet is the same junk
one used in the radio- same trick Drake has pulled with the R-8 and optional
