[TenTec] OmniVI freq shifting

I have an OmniVI, upgraded to option 3, that apparently has a frequency shifting
problem. Two locals have reported that the apparent frequency 'wanders' around
during CW transmit. One suggested that a PLL isn't locked. Some time ago, there
was a post about problems coming about due to having the power supply (I use
a 261) immediately next to the xcvr. Is this one of those problems? Any insights
here for me?
