[TenTec] 217 filter question again...

I wanted to clarify this a bit further. One response got the impression that
I was referring in my earlier post to a 6 pole filter on a board that can be
used to build 8 pole filters.

I can see how that might be the first impression on reading my earlier post,
but this is definitely a model 217, 8 pole filter.

So let me describe in a little more detail:
There are 8 crystals in two rows of four, and each crystal except one has a
ceramic disc capacitor beside it. There are also two additional ceramic disc
capacitors, one at each end of the board. So there are spaces for 8 crystals
and ten capacitors, but my filter only has nine capacitors, one capacitor
was never installed...?

I'm still wondering if this could actually be an oversight, or as I said
before, do they hand tune these as they build them, selecting capacitor
values to tweak the center frequency and in some cases the crystals may not
need any tweaking, or something like that?
