And how about the length of your RF ground lead from rig and tuner and amp,
(count all sections) to earth?

Is it around 11 feet or odd multiple of that?  If so it is a 1/4 wave
condition, also high impedance at rig.  SWR meters often lie.  Also check out
the tuning by the other suggestions of watching grid current, and plate, while
observing an output device like a field strength meter hooked up to whip
outside by your antenna.
