[TenTec] Omni C FMs on Tx.

My newly acquired Omni C changes frequency on TX.  It happens on all bands,
in both SSB and TUNE modes.  As I increase the drive level, the frequency
drops.  At max output, the frequency is down by almost 1.5 KHz according to
the digital display.  On air reports say the TX audio is FMing so it isn't
just a display thing.  The power supply is a deep cycle battery.  While the
VFO needs to be rebuilt, it doesn't show drift problems on RX.

Where should I look for the problem?
