[TenTec] 525D setting Hi and Lo power

I'm havein  trouble getting the red alc light to come on in the Hi pwr
setting.

Ive adjusted R3 and R4 and tried to see if theres some relationship between
them but still cant get anymore power.

I set the Drive level by watching the red light. At low power it comes right
on. But at hi I dont see the red light.

Ive got low set at 5w and the alc light comes on where its supposed to when
I turn up the Drive.

Is there a problem or Is there another adjustment I'm forgeting? I'm doing
this on 20M with nicely tuned antenna SWR's.
