[TenTec] Battery Operation

A friend of mine sometimes runs a Paragon II on a battery. When the
voltage gets a bit low, under 12v, the cw note develops a strong click
and it starts transmitting an extra carrier slightly off the main
carriers frequency. I think all of this weirdness is due to PLLs not
being able to start properly.
