Mark,

Ground rods are located outside in the soil because it is not a good
idea to run them through concrete. The heat generated in the rod from
a direct lightning strike is enough to shatter the concrete.

Also regarding radials for a future vertical antenna, remember that 
they should be on or close to the surface of the ground. Burying radials
deep will actually increase the losses.
