The following was posted on the CW reflector today;
perhaps you would find it interesting.......

Excerpt from "Radio Laws of the United States" published 
by the US Department of Commerce in 1912.

"122. Amateur first grade.--The applicant must have a sufficient
 knowledge of the adjustment and operation of the apparatus which
 he wishes to operate and of the regulations of the International
 Convention and acts of Congress in so far as they relate to
 interference with other radio communication and impose certain
 duties on all grades of operators.

 The applicant must be able to transmit and receive in Continental
 Morse at a speed sufficient to enable him to recognize distress
 calls or the official "keep-out" signals. A speed of at least
 five words per minute (five letters to the word) must be
 attained."

Someone at the FCC must have found this,  as this is very
close to where we have now arrived after some 88 years
since the above was first published!  From my re-reading
of the FCC R&O,  we are just about right back at 1912
requirements.  Seems the new Question Pools,  as published,
will examine exactly per the 1912 requirements!

I thought this was amazing!  Now I am quite content with
what will be following April 15th,  hi.
