[TenTec] S-meter on Corsair II question?

Just purchased first Corsair II -- on bands above 17 meters, the S-meter
never moves unless signal is really really strong. I was wondering if this
is "normal" or an indication that I have a sensitivity problem in the
receiver? S-meter action appears more "normal" on 20 meters and lower.

My Ten Tec Scout shows plenty of S-meter action for the same signal on the
same band....

Thanks for your help, I'm still learning about the Corsair rig!
