[TenTec] Coorsair II "Quirk"

The Corsair uses LSB on 17 meters because that is how the mixing scheme
worked out. It wasn't that TEN TEC guessed that 17m would lsb. There was no
guess work in deciding whether 17 would usb or lsb. Frequencies above 40
meters are usb.
