Jim:  Sometimes but not always.  It is unscientific to assume that low vswr means the antenna is radiating.  There is no coorelation between radiation and vswr.  A low vswr can also mean that the transmission line is absorbing the rf instead of delivering it to the antenna.  - 73's.- Corn - k4own
