(Ignoring the copper losses, etc.) The tuner does not 'tune' anything (as in
tune = resonate)...
Let's limit the discussion to a dipole here just to keep things on track and
let's assume the dipole is 15% too short to be resonant at the band of
interest...
Now, you are correct in pointing out that all power transferred through to
the output side of the matchbox will be radiated (ignoring the losses from
the reflected wave front sloshing back and forth on the feedline)... But the
antenna/feedline is still not resonant...  What the matchbox is doing is
transforming (i.e. matching) the input impedence and reactance of the
antenna/feedline to some value the transmitter likes...  If you grid dip the
tuned circuit in the matchbox you will find that is is not resonant at the
frequency that you just matched the transmitter to...
