[TenTec] Omni vi+ and Alpha 87A

This scheme will work just fine as long as the amp switches before
the transceiver outputs RF.  If not, the amp will either hot switch
or trip on a protective fault.  If the Alpha 87/89 amps have a "key
out" provision, there's no reason not to use the existing Tx out/Tx en
circuit as designed by TenTec.  This sequencing circuit ensures
the amp is in the transmit state before the rig outputs RF.
