Yes it's probably normal due to the extra sensitivity of your headphones.
MFJ sells a set of headphones with built in tone controls which will add
some attenuation to the hiss but the strong signals will probably still peep
through. Radio Shack sells an in-cord volume control which might help cut
the audio level to your headphones.

However, If you continue hearing birdies, you may need to get some
professional help.
