Another good choice is the Tokyo Hy-Power HC-200. Nice, small, metered
200W tuner, covers 10-80m including the WARC bands. They turn up
frequently on the used market as they were quite popular in their day.
I've seen them under $50. I have two and may consider selling one, but
only if and when I find it's big brother :)
