[TenTec] jupiter noise blanker

[N4PY]

The noise blanker works well.  It just only works for
pulse noises that have a sharp edge.  As was stated earlier
by Ken Hopper, the XYL's hair dryer seems to create
the kind of noise this blanker removes.
