[TenTec] Scout instability-was Orion direction

Well, if you have a good ear you can sometimes hear it hunt up and down
a little during receiver, but thus is only about 10 Hz, I think. 

I have noticed a warm-up problem from a cold start in a chilly room: The
PTO will drift considerably during transmit (even with a straight key)
until it warms up. But, bear in mind that its a PTO, not a synthesized
design, so allowing some warm-up time is not unreasonable. Probably each
one could be individually temperature compensated.
