Ken,

When you key your paddle in SSB mode, almost no power
is transmitted because you are not talking into the mic.
So, because you are transmitting almost zero power, there
is no relected power detected at all, hence you see an SWR
of 1.0 to 1.  This is of course, not a valid reading because
you didn't transmit any appreciable power.
