If there's more plate color there's more plate dissipation. Less output,
or more plate input. As if the load Z to the tubes isn't the same on 40
as it is on the lower bands. The tubes do have some inductance in their
base leads, but it should show much at 40m. Maybe the wattmeter has a
different sensitivity on 40m and you are actually driving it harder than
you think.
