It is ALWAYS a good idea to turn on the power supply(s) before turning on
ANY equipment.  There is no telling what kind of high voltage spike(s) can
sneak out of the power supply before the regulator has had a chance to
settle down to business.  It is also a good idea to turn the equipment off
BEFORE turning off the power supply(S) as well.  Transformers (referring to
linear power supplies) tend to create spikes when power is applied and
removed.  Did you ever make the mistake of measuring the resistance of a
transformer winding while holding the wire and having the meter probe come
off?  That 1.5 or 3 volts can turn into hundreds of volts REAL QUICK!  OUCH!
