[TenTec] Omni VI encoder

Hi Mark!

I'm working on plans and parts-list for one... even have a prototype with
an encoder I got from Digi-Key... my only stumbling-block is that I can't
get my VI to see the encoder... and I think the problem is with the VI.
Haven't had time to diagnose it yet.
