You can get replacement inserts (i.e.: just the cell pack) for your
batteries from E. H. Yost and Co. Try http://www.batteriesamerica.com.

I don't know about the charger. Most companies use the power cubes
(sometimes called "wall warts") of various voltage and current ratings.
Best to ask Ten Tec or someone who has one of these HT's to tell you the
voltage and current rating for the charger. Another option is a "smart
charger" or universal charger, sold by many of the aftermarket battery
distributors.
